This innovative approach to weatherizing an entire community has not yet been implemented anywhere in the nation. Murray City is an excellent community for such a pilot demonstration project. Given the size of the community in terms of residential and commercial units, and the geographic boundaries of the community, Murray City presents a tangible scale to test the new approach. Further, because of stakeholders such as Hocking-Athens-Perry Community Action Agency and the Corporation for Ohio Appalachian Development there is an infrastructure in place to deliver the project model. This pilot project will leverage programs from utility providers to provide services for income-eligible residents at no cost to them and no cost/reduced-cost options for non-income eligible residents.
